很高兴参加今天的高级别圆桌会议。首先祝贺世界知识产权组织发布《2020年全球创新指数报告》。我也祝贺刘华女士担任世界知识产权组织中国办事处主任。相信在您的带领下,产权组织中国办事处将取得更多成绩,进一步推进产权组织同中国的合作。
It's my great pleasure to join all of you at today's High-level Roundtable on GII 2020. First of all, I would like to take this opportunity to congratulate WIPO on the release of the Global Innovation Index (GII) 2020. In particular, special congratulations on Ms. Liu Hua's new appointment as the Director of the WIPO Office in China. I'm confident that under her leadership the Office will make more achievements and further enhance its cooperation with China.
习近平主席指出,创新是引领发展的第一动力,是建设现代化经济体系的战略支撑。当前,全球新一轮科技革命方兴未艾,人工智能、移动互联、生物科技等正在深刻改变人类生产生活方式,也影响着世界格局。
As President Xi Jinping has pointed out, innovation is the primary driving force to lead development and the strategic support for building a modern economic system. We are witnessing a new round of global scientific and technological revolution. AI, mobile Internet, and biotechnology are profoundly changing the way people work and live and shaping the world landscape.
本次圆桌会议讨论“谁将为创新出资”很有意义。科技要发展,资金要先行。持续、稳定、可预见、有规模的投资是科技进步的必要条件和基本保障,也是衡量科技创新实力和竞争力的重要指标。
The topic of this meeting, ‘Who Will Finance Innovation,' is highly relevant. Finance is crucial for science and technology. Sustained, stable, predictable and large-scale investment is a necessary condition and basic guarantee for scientific and technological progress, and also an important index for evaluating an economy's scientific and technological innovation strength and competitiveness.
02 创新投资与国际科技合作
Innovation financing and international cooperation on science and technology
尽管受到新冠肺炎疫情的冲击,但科技进步的步伐不能停滞。在讨论“谁为创新出资”这一问题时,不能单纯考虑一个国家、一个地区、一个市场,而要站在技术、资本、人才持续流动、相互交融的大背景下思考。下面我愿就创新投资和国际科技合作谈几点看法:
Despite the impact of COVID-19, the pace of scientific and technological progress shall not be halted. While discussing ‘Who Will Finance Innovation', we should look beyond a single country, region or market, and think in the context of the continuous flow and mutual integration of technology, capital and talents. I'd like to make a few comments on innovation financing and international cooperation on science and technology:
一、 要加快构建多元主体的创新投资格局
First, speed up the building of a diversified mechanism of innovation financing.
科技创新投入有很强的循环积累效应。创新效果、投资回报有赖于长期投入和持续积累。在这种情况下,构建以企业为主体,政府、私营部门等为辅助的多元创新投资格局尤为必要。
Innovation financing on science and technology has a strong accumulating effect, and innovation performance and return on investment depend on long-term investment and continuous accumulation. Therefore, it is crucial to build a diversified mechanism of innovative financing in which enterprises serve as the main body while governments and the private sectors play supporting roles.
要建立有效激励机制,充分调动企业作为创新投资主体的积极性和灵活性,进一步撬动全社会投资。坚持创新投资国际合作,打破投资障碍,鼓励国际资本在创新领域的流动。
It is important to put in place an effective incentive mechanism to fully mobilize the enthusiasm and flexibility of enterprises as main innovation investors, and encourage more investment from across the society. We should keep to international cooperation in innovation financing, break down barriers and encourage the flow of international capital in the field of innovation.
二、合作共赢是科技发展的大势
Second, win-win cooperation is the overarching trend of science and technology development.
在全球化迅猛发展的今天,各国需要共同合作才能形成完整的产业链。合作共赢是趋势,也是科技创新的必然。各国都应顺应历史潮流,以兼收并蓄、良性竞争、共同繁荣的胸襟参与、推动国际创新合作。
With globalization in full swing, it is ever more important to enhance cooperation among countries to achieve a complete industrial chain. Win-win cooperation is a trend, and also a necessity for science and technology innovation. All countries should follow the trend of history, participate in and promote international cooperation for innovation in the spirit of openness and healthy competition for common prosperity.
三、霸凌主义是科技发展的大敌
Third, hegemony and bullying are the major threat to science and technology development.
近来,个别国家为维护自身科技霸权和垄断地位,滥用“国家安全”名义,不择手段打压他国企业,大肆宣扬科技“脱钩”。这种行径违背时代潮流,是开历史倒车。摆在国际社会面前的严峻抉择是,究竟支持多边主义、还是放纵零和博弈。我们要共同反对孤立主义、反对保护主义、反对科技霸凌,要维护自由贸易,加大相互开放,促进公平竞争,为世界经济全面复苏和科技创新共同做出贡献。
Recently, certain countries have been trumpeting so-called technology de-coupling and bullying foreign high-tech companies in the name of so-called national security. Such out-and-out technology hegemony and trade and investment protectionism trample on the international norm and undermine international technology cooperation. All nation's development rights, including those of their high-tech firms, must be fully respected. We need to jointly reject unilateralism, protectionism and science and technology bullying, safeguard free trade, and promote fair competition, making common contribution to a full recovery of the global economy and science and technology innovation.
四、更加重视公共卫生科技创新
Forth, greater importance should be attached to science and technology innovation in the area of public health.
过去两个世纪,医疗健康的改善促使预期寿命和生活质量持续提高,为经济增长作出了巨大贡献,这很大程度上得益于卫生医疗创新。新冠肺炎疫情再次将全球公共卫生安全问题推到聚光灯下。要加强在传染病防治、基因组学、病毒研究等公共卫生领域的技术研发和投入,确保疫苗及药物的可及性和可担负性。习近平主席在第73届世界卫生大会上宣布中国新冠疫苗研发完成并投入使用后,将作为全球公共产品,为实现疫苗在发展中国家的可及性和可担负性作出中国贡献,中方正在为此而努力。同时,也不能忽视抗生素耐药性等其他危及人类安全的重大公共卫生问题。各国应加快推进全球卫生和专利合作,着力破解新药研发和融资困境。
Over the past two centuries, better medical and health conditions have increased life expectancy, improved living standard, and generated economic growth. This would not be possible without medical and health innovation. The COVID-19 pandemic has put the issue of global public health security under spotlight. It is necessary to enhance technological research and investment in the field of public health, including the prevention and treatment of infectious diseases, genome and virus research, to ensure the accessibility and affordability of vaccine and medicine. At the 73rd World Health Assembly, President Xi Jinping announced that COVID-19 vaccine development and deployment in China, when available, would be made a global public good. This will be China's contribution to ensuring vaccine accessibility and affordability in developing countries. We are working to achieve that objective. At the same time, we shall not ignore other major public health problems, such as antibiotics resistance which endangers the safety of mankind. All countries should work together to enhance international cooperation in the field of public health and patents, and seek to remove impediments on the R&D and financing of new medicines.
保护知识产权就是保护创新的火种,不断优化市场营商环境,激发市场主体更大创新活力。中国知识产权保护40年取得了长足进步,走过了欧美国家100多年的历程。中国已成为名副其实的知识产权大国和世界创新版图重要的一极。中国在全球创新指数的排名,从2010年第43位上升到近两年第14位,位居中等收入经济体之首。中国每年的专利、商标申请量稳居世界首位,专利合作条约国际专利申请量和马德里商标国际注册量已分别位居世界第一和第三位。
Protecting IP rights is protecting the tinder of innovation, which in turn will improve business environment and unleash greater creativity of market entities. China has come a long way in the field of IP protection over the past four decades, a journey that took Western countries more than one century to accomplish. China has established itself as an innovation leader and an important force on the global innovation map. China ranks 14th in the Global Innovation Index 2020, up from 43rd in 2010 and leading other middle-income economies. China's annual patent and trademark application volume has been ranking first globally in recent years, and its PCT and Madrid filings already rank the first and the third place respectively.
中国始终积极参与知识产权全球治理,致力于推动构建开放包容、平衡有效的知识产权国际规则。中国加入了几乎所有国际知识产权条约,同产权组织的合作不断深化。我们高度评价高锐先生在担任总干事期间为产权组织发展所做的杰出贡献,期待同新任总干事邓鸿森先生密切合作,根据共商、共建、共享的原则,推动加强全球知识产权治理体系。
At the same time, China actively participates in the global governance of IP rights, and is dedicated to promoting international rules of IP protection that are open, inclusive, balanced and effective. China has acceded to almost all international IP rights treaties, and has been constantly enhancing its cooperation with WIPO. We highly appreciate the outstanding contribution by Director General Mr. Francis Gurry to the development of WIPO during his tenure. We look forward to a closer cooperation with the incoming Director General Mr. Daren Tang, in a joint effort to improve global IP rights governance based on consultation, cooperation and shared benefits.
